The Illegal & Immoral Indian Blockade against Nepal

India is imposing undeclared economic blockade on Nepal, especially petroleum products, since September 20, 2015. It is illegal, immoral and creating hardships to ordinary Nepalese. It is a part of the ongoing Indian attempts at direct intervention in Nepal’s internal affairs. However, it will be counterproductive to India in many ways.

No negotiation under Indian Guns with Indian Agents. No negotiating away our Sovereignty. We all Nepalese, across political and ethnic spectrum, must stand united against the aggression.

If Nepal can stay put and survive, India will not win. It is not just a matter of India vs. Nepal, but its ramification on India in the larger international scale. In other nations and even within Indian political system an aggression is not appreciated. Indian direct aggression will have bigger negative effects on India. This aggression is ad hoc decision of a few officers, not a well thought out plan. As we speak, many officers / leaders in Delhi must be sweating bullets.

We must publish and honor the people’s wish expressed in the July poll on the draft constitution. It is the ratification process and cannot be suppressed. It will solve many of our problems. The poll is clear that overwhelming majority of Nepalese is for Hindu rastra and against Sanghiyata / Federalism.

The genesis of the problem: The ‘Secularism / Dharma nirapexa’ and ‘Federalism / Sanghiyata’ are not the aspirations of Nepalese people. They are imposed by European countries, which India also finds beneficial. It must be noted that Nepalese concept of Hindu rastra is not theocracy or imposing religions, but merely recognition of own heritage, roots and values. Hinduism is a collection of Dharmas and Traditions evolved in this region like Buddha dharma, Shiva dharma, Vaishnav dharma etc. Nepal being the only Hindu nation in the world, Nepalese are proud of it.

Dharma is not a religion. Religions are about brain washing systems for social control. Thus, secularism is needed to control its abuse. Dharma is about truth ‘Satya’ and inner spiritual discipline ‘Yoga.’ Thus, secularism is irrelevant. European insistence on ‘Secularism’ is basically to facilitate Christian conversions.

Europeans are interested to observe Nepal as a social laboratory of ethnic frictions and in Christian conversion. Indian view is internally divided Nepal will be easier to control. In poll after poll, Nepalese people have rejected ’Secularism and Federalism’, yet they are imposed. It may be interesting to note that PM Indira Gandhi (1969) also blockaded Nepal for Nepalese leaders refusing to accept all her demands. PM Rajeev Gandhi (1986) also blockaded because his wife Mrs. Sonia Gandhi’s was not allowed to enter Shree Pashupati Nath temple. It being the Royal temple, only Hindus may enter.

Both Europe and India even supported Maoist terrorists in Nepal. Europeans supported Prachanda and India supported Baburam factions within the Maoists. The terror resulted in over 17,000 innocent Nepalese deaths and loss of precious infrastructure. Today, Nepal is dependent on foreign remittance and import to the unprecedented scale. These foreign supported Maoists defines the class struggle, not between economic classes, but between ethnic groups / Jatis. The unmistakable evidence that they are not really Marxist but paid traitors. Today, so called Maoists leaders are some of the richest individuals in Asia, with foreign help and internal terror and robbery. The frequent infighting between Prachanda and Baburam, and recent break away of the Baburam faction is the reflection of India-Europe cross-purposes.

However, after the rise of PM Modi Government, India is against imposing ‘Secularism’ on Nepal, and to let Nepalese decide on their own. Here Europe and India have conflicting interests. These cross-purposes and mishandling of the political developments on the ‘constitution promulgation’ resulted into the current blockade.

Europe and India also see Nepal as a pawn in their relationship with China. China recognizes deeper ‘cultural and geographical’ relationship between India and Nepal. However, Nepal and China also have common border and long historical friendship. Thus, China likes to have good relationship with Nepal, which is not to be interpreted as anti-India. Also, a stable and prosperous Nepal will be a natural buffer south of Tibetan soft underbelly. Thus, China will tolerate Nepal being bullied to some extent, but not outright foreign control.

No to Ethnic states, including Madheshi state. It will lead to unprecedented ethnic frictions and division of the nation. We have more than 100 ethnic groups. We all are minorities. No ethnic group is majority. We just cannot have ethnic states / Jatiya rajya / Sanghiyata. If we give in to violent groups, we are inviting more violence from many others. There can be no privilege for any one group, especially violent and instigated by foreign countries.

Top 10 ethnic groups by percentages (Census, 2011): Khas Chhetri – 16.6, Khas Bahun – 12.2, Magar – 7.1, Tharu – 6.6, Tamang – 5.8, Newar – 5.2, Khas-Kami – 4.8, Muslim – 4.4, Yadav – 4.0, Rai – 2.3. Next over 100 ethnic groups are less than 1 %. All these ethnic groups are distributed all over Nepal.

Let us keep the 5 Economic regions and 14 Anchals. It is designed by professional geographers, sociologists and others; and never had any problem. We may modify it and decentralize the administrative structure as per the need and research by our ‘National Planning Commission.’

Let political leaders and technical experts come together and design short and long term policies on resources, self-reliance and development programs.

Let us identify our Lendups and Quislings, and render them ineffective. Let us stop the practice of every leaders going to Delhi and doing ‘Sastang Namaskar.’

India has to show which part of our constitution is discriminatory against any of our citizens, including Madheshi. Matter of fact, Nepalese constitution is much more progressive than Indian. The constitution is approved and signed by over 90% of the legislators (the CA members) including 67 Madheshis (27 opposed), 39 Dalits (only one DV Nepali opposed), and 120 Janajatis (only one Ashok Rai opposed). On the other hand, the constitution is not automatically approved by Pahade Bahun group. It is opposed by Baburam Pokhrel, Subodh Pokhrel, Chhanya Dev Pant, and Gita Devi Timilsina. Which constitution in the world is approved with this majority? In comparison, Indian constitution was approved by only 67% of the legislators

All people living in Terai are not Madheshi. There are indigenous people: Tharu, Dhimal, Rajbanshi, Satar, Danuwar, Darai, Kumhal, Majhi, Raji & others; and hill people moving south within own country. They do not call themselves Madheshi. Even within Madheshis there are different castes including Dalits. None of them want Jatiya Rajya.

Earlier Terai used to be infested with Malaria and other tropical disease. Only after the Malaria eradication program bulk of Madheshi and Hill people moved in. The core of agitators are only a small fraction of Madheshi group made up of the recent immigrants and yesterday’s Landlords / Jamindars, who lost their privileges in the King Mahendra’s land reform program.

Madheshi Morcha do not represent Madheshi people: There are about 112 constituencies where the Madhesis are dominant or have a significant presence. Only 11 members among them are opposed to the new Constitution. All the 4 Madheshi Morcha leaders “Mahendra Yadav, Rajendra Mahato, Mahanta Thakur and Upendra Yadav” are election losers from their own constituencies. And they are Indian agents playing havoc to our essential transit, transport, school, industries and general peace.

The real reason is the Indian desire to control Nepal in their vision of the single Indian sub-continent South of Himalaya and Nepalese Natural Resources, especially Water.

How bad is the Indian blockade? Let us remember the battle of Nalapani, the bombing of Vietnam, the battle of Thermopylae, the battle of Stalingrad, the battle of Alamo, and illustrious others. Let us fight, survive and leave legacy for our children.

Let us remember who helps us. Friends in need are friends indeed.
